The International Economic Development Council (IEDC) developed the CEcD certification program and it is regarded as an industry gold standard for excellence in the profession. Candidates
must pass a rigorous and comprehensive examination, which has three parts, including an interview portion, and spans two days. Heather was one of 12 candidates (out of 40) that passed the CEcD exam.
As Vice President and Director of Economic Development Services at TCAD, Heather helps businesses access the resources they need to start, stay, and grow in Tompkins County. She is the Administrative Director of the Tompkins County Development Corporation and the Tompkins County IDA. She administers the TCAD revolving loan program and provides referrals to local, regional, State, and Federal incentive programs. She takes an active role in business retention and expansion visits to local companies.
